Integrated Child & Youth Teams (ICY) are community-based multidisciplinary teams that deliver wrap-around mental health and substance use (MHSU) services and supports for children and youth 0-19. ICY Teams are a program based on a new, innovative integrated service delivery model and will address gaps in the system of care by connecting with schools, early years services, primary care, and specialized, higher intensity services when needed.

The Ministry of Mental Health and Addictions in partnership with the Ministries of Education and Child Care, Health, and Children and Family Development has laid out a 10-year vision for mental health and substance use care in B.C. roadmap outlines the short and long-term changes to B.C.'s mental health and substance use care system to provide supports for children and youth, and their families.

Teacher overlooking students' workAs the new school year begins, British Columbia is ramping up efforts to ensure classrooms across the province are staffed with certified teachers.

The province is committed to bolstering its K-12 workforce through strategic recruitment and training initiatives aimed at attracting teachers to BC.

"With record numbers of newcomers moving to B.C., it's crucial that we expand our teaching workforce," said Rachna Singh, Minister of Education and Child Care. "We are collaborating with education partners to enhance recruitment and retention strategies, aiming to build a sustainable K-12 workforce for years to come."

Investment in Teacher Recruitment and Training

The StrongerBC: Future Ready Action Plan leads these efforts with an investment of $12.5 million over three years. This year alone, nearly $4 million will be allocated to recruitment and training programs. These funds will focus on improving teacher retention, enhancing flexibility in teacher education programs, and recruiting educators for rural and remote areas.

Lisa Beare, Minister of Post-Secondary Education and Future Skills, emphasized the importance of training the next generation of certified teachers, calling it the "cornerstone" of our Future Ready Action Plan.

"By making education programs more flexible, we are opening doors for more individuals to pursue teaching, filling critical positions, and providing rewarding career opportunities for British Columbians," Beare said.Ìý

Incentives to Attract Teachers to Rural and Remote Schools

In 2023, the province launched a teacher hiring incentive program that attracted 50 new teachers to rural and remote schools.

For the upcoming school year, the program aims to hire nearly 60 additional educators. This initiative, backed by $1.5 million in provincial funding over three years, offers cash incentives of up to $10,000 for teachers willing to work in certain areas of the province. This has significantly supported hiring needs in various remote communities, including northern B.C., Vancouver Island, and the Thompson-Okanagan region.

"The Peace River North District position appealed to me for its community-focused environment. The provincial incentives have been a tremendous help in offsetting the challenges of working in a remote setting," said Kylee Campbell, a primary teacher at Upper Halfway Elementary.

Streamlining Certification and Scholarships

To further support B.C.'s educational needs, certification standards have been updated since 2023, making it easier for internationally trained educators to work in the province. The application fee was reduced from $395 to $245, resulting in a record increase in international teacher applications over the past year. Additionally, the province offers $100,000 annually in scholarships to high school students pursuing teaching careers, aiming to grow the number of local educators.

Ongoing and Upcoming Initiatives

Several other initiatives are also in progress:

  • A research project with the First Nation Education Steering Committee is gathering insights from First Nations teachers to enhance recruitment and retention practices.
  • A new provincial teacher mentorship program will launch, involving key education partners such as the BC Teachers' Federation (BCTF) and the BC Principals' & Vice-Principals' Association (BCPVPA).
  • An $8,000 award program will support over 30 student teachers in 2024, encouraging them to complete their practicum in northern B.C. schools, strengthening ties with rural communities.

Innovating Teacher Education Programs

The province is investing $800,000 to increase flexibility in teacher education:

  • UBC's Rural and Remote Teacher Education Program, which supported 24 students in 2022, will receive $300,000 in funding to expand to a second cohort, supporting 43 more students by 2026.
  • Additionally, $500,000 over two years will enhance hybrid and online learning options, making teacher education programs more accessible to those in remote areas.

Earn incentives to teach in northern BC.Did you know hundreds of opportunities in rural and remote communities throughout BC offer hiring incentives for teaching jobs throughout the province?

If the hustle and bustle of urban life doesn't appeal to you, and you thrive in vast open spaces, lush natural environments and close-knit communities, BC's rural and remote schools would be a great fit for you.

Districts are seeking elementary and secondary teachers in full-time, part-time and on-call positions. Communities from the northwest reaches of the province along the Alaskan border to the northeastern stretch along the Alberta border.

Teaching in rural BC comes with benefits

Full-time teaching positions in some school districts may be eligible to receive annual isolation and related allowances as well as moving/allocation and remote recruitment and retention allowances. Several school districts also offer additional funding, including financial assistance for travel and housing.

While BC teacher salaries are competitive, there are other advantages to teaching in the province. The BC teaching curriculum provides educators with a high degree of creativity, autonomy and professional development.

Ready to take the next step?

The Ministry of Education and Child Care, in partnership with the British Columbia Public School Employers' Association (BCPSEA) and members of the British Columbia School Superintendents Association (BCSSA) northern chapter, launched the Northern teacher recruitment and retention pilot last spring to address the immediate need for teachers in the North.

Aside from developing recruitment strategies and marketing activities to attract candidates to Northern B.C., the pilot involves the provision of targeted hiring incentives, which are still available today for new teachers in certain northern school districts.

Part of the funding was used to provide targeted hiring incentives of up to $5,000 per teacher. Those incentives are still available today for new teachers in certain northern school districts.

Teacher hiring boom in BC

Last fall, 50 new teachers in BC, 41 in the North, seven on Vancouver Island and two in Thompson-Okanagan were hired and received incentives.

BC's Ministry of Education Teacher Regulation Branch on steps to launch your teaching career.

º£½ÇÂÒÂ×ÉçÇø recently held a well-attended info session with the TRB to clarify the certification process for domestic and international applicants.

Here is a round-up of the session, including some high-level questions that were asked, to help you understand what is required to teach in BC. Additionally, there are several links to learn more about what steps to take based on your situation and specific needs.

Before jumping in, please note three key takeaways from the Teacher Regulation Branch (TRB) to help move the process along:

  • If you are seriously interested in moving to BC, apply as soon as possible.
  • At the onset of your application, ensure all post-secondary institutions that you attended are listed on your application to reduce the chance of delays at the time of evaluation.
  • Once you receive your list of required documents, upload the signed  and other identification documents.
  • Check your account regularly for updates and information.

What type of teaching certificate should I apply for?

Explore the different , including Certificates of Qualification, Independent School Teaching Certificates, and First Nations Language Teaching Certificates.

If you are still trying to decide which teaching certificate to apply for, the Ministry of Education and Child Care has created a tool to help you decide which  to apply for.

The link also has information on Letters of Permission, a special permit that allows someone to teach without a certificate in a particular school for up to one school year.

It will only be used when a certified teacher is unavailable to fill a vacant position. The employer and the applicant each submit a part of the application form. The employer is responsible for helping the applicant apply for the Letter of Permission.

What can I expect in the BC teacher certificate application process? Ìý

a clear path for applicants, showing how an application moves through the process.Ìý

Be aware that you must complete the process within three years of submitting your application.Ìý

What steps do I take to apply for a teaching certificate in BC if I am from outside the province or the country?Ìý

If you hold a current, valid, unrestricted teaching certificate from another Canadian province or territory, you may qualify for a certificate of qualification under the  without completing any further coursework. The TRB will evaluate your application and submitted documents after you apply for a teaching certificate.Ìý

For international applicants, the TRB can only advise eligibility for a certificate once the evaluation is complete. However, here are some that provide information on required .Ìý

ÌýFor international applicants,  training and additional teacher education program documents.Ìý

What are conditional certificates for teaching in BC?Ìý

The application process is the same, with the goal of reaching full certification. A conditional certificate means that an applicant has met the minimum requirements for certification and can be hired, but you must complete certain requirements to upgrade to a Professional Certificate of Qualification and have up to 60 months (five years) to do so.ÌýÌýÌý

In some circumstances, applicants who still need to complete specific academic and professional education requirements may be issued a Conditional Certificate of Qualification. This temporary certificate is valid for up to 60 months (five years). Applicants issued this certificate must complete any remaining academic and professional education requirements within the timeframe. Ìý

Can you teach in all schools with a conditional certificate?Ìý

Yes, however, you have up to 60 months (five years) to complete the steps to becoming fully certified.Ìý

What about independent school certification? Do I need to complete a practicum?Ìý

Teachers at BC independent schools (classified as groups 1, 2, or 4) must have an Independent School Teaching Certificate (ISTC) or a Certificate of Qualification. To learn more about teaching requirements for independent schools, visit the link below:Ìý

Ìý

How long does it take to get a teaching certificate in BC?Ìý

It can depend on several factors such as how busy the system is when you apply and how long it takes an applicant to submit documents to us. Currently, the application process, from start to finish, for Canadian applicants can take up to six months, and for international applicants, it can take ten months. Timelines can vary depending on how long it takes for each applicant to have documents submitted to the TRB.Ìý

For certification of qualification applicants who have completed a teacher education program in Canada, the wait time for an evaluation is one month from the date the application is complete. For certification of qualification applicants who have completed an international teacher education program, the wait time for an evaluation is at least three months from the date the application is complete. This information is based on the TRB's current service standards.Ìý

The Teacher Regulation Branch recommends applicants consent to a criminal record check as soon as their application has been reviewed. It can delay the process if done later. The TRB completes their own criminal record checks and cannot accept any previously completed checks.Ìý

Additionally, the TRB notes that you should be sure that all your post-secondary information is included in your application. Not having all transcripts at the onset can also cause delays.Ìý

I have almost completed my B. Ed in Ontario. If I apply for the conditional certification now, will I have to reapply for the official certification once I graduate? Ìý

You should first apply for certification in the province where you completed your Teacher Education Program (TEP) and then for your BC certificate. When you apply for a certificate, you do not select a professional or conditional certificate; the TRB determines this. You may qualify for a certificate under CFTA without completing any further coursework.Ìý

What if I have done some of my training online? Does this affect my eligibility?Ìý

Details regarding distance teacher education programs are . Ìý

Whether you are a domestic or international student, if you have completed any part of a teacher education program by distance or online, your institution may need to provide details about the studies completed within your program. Upon request, the TRB may ask you to provide:Ìý

  • The courses that you completed face-to-face.Ìý
  • The courses that you completed by distance or online.Ìý
  • The number of lecture hours you attended for each on-campus course.Ìý

The site recommends asking your institution to send this information directly to the Ministry of Education and Child Care.Ìý

What about setting my pay scale?Ìý

To learn more about setting your pay scale, visit the  (TQS). Pay is determined by the TQS and the employer. Pay is determined by the TQS and the employer.Ìý

I will finish my teaching program in early December (ending with the 10-week practicum). Can I start my application process early?Ìý

You can register for a Basic BCeID account on the webpage to start your application for certification. The TRB recommends applying before your program has been completed.Ìý

Once you complete your TEP program, request that your institution submits transcripts for your application (if it is noted on your required documents list). Some TEP programs in BC will automatically send your transcript and recommendation to the TRB. Please check your list of required documents to confirm this. The TRB only evaluates the application once all required documents have been submitted, otherwise it sits in the system as an in-progress application.Ìý

I have two teachers who have completed applications as of the beginning of January. Their original applications were submitted in October.  How can we rely on hiring international teachers when it takes 7+ months for their certification to be approved? Ìý

The TRB is responsible for preserving the integrity of the education system by ensuring that an applicant meets the academic and professional requirements for certification and is of good moral character and fit and proper to teach in BC K-12 schools.ÌýÌý

An applicant can check the status of their application here, and an employer can potentially request an if there are no certified teachers available to fill a vacant position. An applicant can apply for more than one certificate type at the same time.Ìý

I'm getting my B. Ed. in Alberta, does an interim Alberta teacher certification work in a BC application?  Ìý

If you hold a valid teaching certificate from another Canadian province, you can likely receive a certificate of qualification without completing any further coursework.ÌýÌý

Meanwhile, applicants who completed their teacher education outside of Canada and who will apply for a Certificate of Qualification in the fall of 2024 should regularly check the for updates on potential changes.Ìý

Teaching on a mountaintop

Students in some of B.C.'s rural and remote communities are learning this year from 50 new teachers recruited through new provincial hiring incentives.

In partnership with the BC Public School Employers' Association (), of which º£½ÇÂÒÂ×ÉçÇø is part of, and the British Columbia School Superintendents Association () northern chapter, the Province launched the in spring 2023. The initiative provided $400,000 in funding to address the immediate need for teachers in the North.

"With the help of the bonus, we've successfully hired nearly a dozen teachers, reopened an elementary school and added high-school programming in our most isolated community, Telegraph Creek, but most importantly, our school communities have been reinvigorated," said Tracey MacMillan, superintendent, Stikine School District 87.

"We no longer need to send students out of the community for high school, and now they can remain in their community and thereby grow their community. Now, we will focus on retaining these energetic teachers for the long term."

Largest Boost in the North

A portion of the funding was used to provide hiring incentives of $4,000 up to $10,000 per teacher. Of the 50 new teachers, 41 are in northern B.C., seven on Vancouver Island and two in the Thompson-Okanagan.

"Teachers are valued members of our northern communities, and I am so glad to hear that more teachers have been recruited to work in classrooms in Stikine and across northern B.C. This is part of our ongoing work to build stronger schools and ensure every student has what they need to thrive," explained Nathan Cullen, MLA for Stikine.

With the success of the initial teacher-recruitment incentives, the Ministry of Education and Child Care is providing an additional $1.5 million over three years to provide more incentives to rural and remote school districts. The three-year funding is part of the StrongerBC: Future Ready Action Plan, a cross-government made-in-B.C. plan to recruit workers with in-demand skills where they are needed most, including teachers.

Ontario Teacher Moves to BC

"I was interested in teaching in the Stikine school district after talking to the staff on a Zoom call and hearing about this great school community. The bonus helped me travel across the country from Ontario to B.C. this summer. It's been a really welcoming atmosphere, and I am fully involved in the community at both the school and the fire hall where I volunteer," said Cody Hartwig, grades 6 and 7 teacher in Dease Lake school.

The Province is also working with partners, including the BCPSEA, Indigenous stakeholders, school districts, unions, post-secondary institutions and the BC Teachers' Council on a broader K-12 workforce strategy to support a sustainable, qualified and engaged workforce.

A total investment of $12.5 million and key learnings from these first two recruitment initiatives will be used to expand recruitment and retention initiatives where teachers are needed the most in B.C.
